Illinois and Minnesota: New Biodiesel Blend Requirements Starting April 1

Illinois and Minnesota are raising their biodiesel blend requirements, aiming to promote cleaner, renewable fuel use. Effective April 1, 2025, Illinois will increase the biodiesel percentage needed to qualify for a state tax exemption from B14 to B17, while Minnesota will enforce its seasonal biodiesel mandate as warmer weather arrives.

In today’s article, we break down what’s changing in each state and what it means for fleet owners and operators.

Illinois

Illinois has long been a leader in biodiesel adoption, offering tax incentives to encourage higher biodiesel or renewable diesel blends. Starting April 1, 2025, the blend required to qualify for the tax exemption will increase to B17.

This is part of a phased approach that will further raise the exemption threshold in the coming years:

  • April 1, 2025: The requirement will increase from B14 to B17.
  • April 1, 2026: The requirement will increase from B17 to B20.

Winter Exemption – Back to B11: To account for winter operability concerns, the exemption requirement will revert to B11 from December through March each year.

Illinois continues to be a major player in the biodiesel industry, ranking third in consumption and fourth in production nationwide. With 160 million gallons of biodiesel consumed annually, the state’s updated policies reinforce its commitment to expanding biodiesel use.

Minnesota

Minnesota, the first state to implement a biodiesel mandate, continues its seasonal blend adjustments to optimize performance in varying temperatures. Starting April 1, 2025, the minimum blend will shift as follows:

  • April 1 – April 14: Diesel must contain at least 10% biodiesel (B10).
  • April 15 – September 30: The requirement increases to 20% biodiesel (B20).
  • October 1 – March 31: The blend reverts to 5% biodiesel (B5) to prevent fuel gelling in cold temperatures.

Additionally, #1 diesel remains exempt from biodiesel blending requirements year-round.

To support these changes, Mansfield will be offering B10 at St. Paul Magellan and St. Paul Park Marathon, while B20 will be available at all Minnesota terminals.
